The Higher Education Commission (HEC) of Pakistan and the Government of the Sultanate of Oman have confirmed that the Omani Scholarship Program 2025–26 is now accepting applications from eligible Pakistani nationals. The program, part of the Omani Programme for Cultural and Scientific Cooperation, allows students to pursue bachelor’s degrees at leading private universities in Oman, excluding medical disciplines. The deadline for online submissions is September 23, 2025.

Who Can Apply and What’s Included

According to HEC, the scholarships are available to Pakistani nationals aged 23 or younger who have completed their intermediate or equivalent qualification (Grade 12) within the last three years. Applicants must be medically fit and obtain an Equivalency Certificate from Oman’s Ministry of Education.

Scholarship Benefits:

  • 100% tuition fee waiver
  • Monthly stipend: OMR 200 (without housing) or OMR 140 (with housing)
  • One round-trip air ticket per academic year
  • Choice of up to three universities and two academic majors

“This initiative not only supports Pakistan’s talented youth but also deepens educational and cultural ties between our two nations,” an HEC official said in a statement.

Scholarships cover the following disciplines:

  • Engineering
  • Humanities
  • Information Technology
  • Sciences (excluding Medicine)

Students will have access to world-class academic resources at select higher education institutions in Oman, known for modern facilities and multicultural learning environments.

Application Process and Deadlines

The application process involves two steps:

  1. Direct Application to Omani Universities – Must be completed by August 25, 2025.
  2. Online Registration – Through the official portal: Omani Higher Education eServices.

Applicants must also share their details with the Embassy of Pakistan in Muscat via email: parepmuscat@mofa.gov.pk.

Required Documents:

  • Valid passport
  • Academic certificates (Grade 12 or equivalent)
  • Omani equivalency certificate
  • English language proficiency results (if available)

All files must be in English, under 2MB for PDFs and 1MB for images, with no special characters in file names.
